ALEX AZAR

President

Alex M. Azar II was sworn in as the 24th Secretary of Health and Human Services on January 25, 2018. He has spent his career working in both the public and private sectors, as an attorney and in senior leadership roles focused on advancing healthcare reform, research, and innovation.

ELLEN MURRAY

Assistant Secretary for Financial Resources (ASFR)

Ellen Murray has served as Staff Director for the United States Senate Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies since 1999. In that capacity, she oversees the annual $150 billion LHHS Appropriations bill. Murray has extensive knowledge of the Department of Health and Human Services budget. Prior to her tenure with the Senate, she served in both the budget office and the Office of the General Counsel at HHS. Previously, Murray served as an economist at the Social Security Administration. She is a graduate of Trinity College in Washington, DC with a degree in Economics and the George Mason University School of Law.

Jennifer Moughalian

HHS Office of the Secretary

Jen Moughalian, MBA, MPM, was appointed as the Acting Assistant Secretary for Financial Resources for the U.S. Department of Health and Human Services (HHS) on March 15, 2017. In this role, she serves as a principal advisor to the Secretary and is responsible for the overall budget, financial management, acquisition policy and support, grants management, and small business programs of HHS’s roughly $1 trillion annual budget, as well as the Department’s performance management, and enterprise risk management programs.

Garrett Grigsby

Director, Office of Global Affairs (OGA)

Garrett Grigsby has served as Director of the Office of Global Affairs since May 2017. Garrett served on the staff of the U.S. Senate Committee on Foreign Relations (SFRC) throughout the 1990s. As SFRC Deputy Staff Director he was responsible for oversight of all U.S. Government foreign assistance programs, including global health initiatives. Garrett joined the U.S. Agency for International Development (USAID) in 2002 as Deputy Assistant Administrator for the Bureau for Democracy, Conflict, and Humanitarian Assistance where he oversaw global disaster relief and humanitarian programs. In 2005, he was appointed Director of USAID’s Center of Faith-Based and Community Initiatives. From 2006-2014, Garrett consulted for U.S. non-profits to support their global health work. From 2014 until joining HHS Garrett served as Executive Director of Christian Connections for International Health, an association of non-profits focused on promoting global health and wholeness.
